Detection without fusion is noise. Fusion without a gate is risk. The Quantum-Facing Fusion Core (QFC) fuses 800-207 data sources onto one schema: one timestamp, plane, actor, object, verdict, confidence, and crypto-health model across untrusted PEP, enrolled PEP, and WAN / on-the-wire PEP. That bus feeds Ikaros Claims. It is not a second engine.

Multi-plane join means a campaign seen on untrusted, enrolled, WAN, and public raises joint score faster than any silo. CEP-Rank scores that join. The AEGIS kernel applies HUMAN_ONLY / AUTO_SAFE / DENY and writes the journal. AUTO_SAFE is off. The AEGIS droid on the hub is the guide, not these weights.

What this is not. Not a laboratory quantum mind. Not “quantum-level AI.” Internally, Q-Core if used means QFC + CEP-Rank + AEGIS kernel — classical prediction, quantum-facing crypto health. ATT&CK IDs are evidence citations, not a rival catalog.
